在經濟不景氣下, 愈來愈多狗主狠心地違棄他們的狗狗, 全港所有的動物收容中心已過度擁擠, 無力再接收更多需要救援的小狗.

 

政府現在必順要加強對繁殖及販賣小狗的管制, 以及積極尋求除了人道毀滅以外的方法解決流浪狗問題. 在現行制度下, 所有無注入晶片的狗狗若被送到漁護署後, 在四日內無人領養 (或被認可動物福利團體救出) 便會被人道毀滅. 即使他們是健康, 友善亦無一幸免. 這絕對不是人道的造法, 而且也不能解決問題, 每年被人道毀滅的狗隻依舊很多.

 

絕育是控制狗隻過度繁殖的解決方法, CCCP (貓隻護理領域計劃) 在實行後成功減少受管理領域內貓隻的繁殖數目. 絕育-放回, 在很多國家也取得成功, 減少流浪犬的數目, 也是大大減低了狂犬病的散播機會.

 

如今我們必順讓政府立刻試行絕育-放回, 以取代現行的人道毀滅制度!!

The situation at the moment regarding the increasing abandonment of dogs and puppies, and the surrendering of pets because of the economic turmoil, has created a crisis of overcrowding in all rescue centres and animal welfare organisations.  Every kennel is at bursting point and there are still more and more dogs being given up every day.

It is time now that the HKSAR Government MUST act to control the breeding and sale of even more puppies, and to look at alternatives to the indiscriminate killing of dogs and puppies at the AFCD Animal Management Centres.  At present, every single non-microchipped dog or puppy at any AFCD kennel is destroyed after just 4 days unless it is claimed by an owner or taken by a recognised animal welfare organisation for re-homing.  This slaughter of thousands of perfectly healthy and friendly dogs and puppies is simply not an acceptable method of dealing with the problem of too many dogs, and the fact that the number of dogs being destroyed is still at unacceptably high levels proves that killing simply doesn't work.

There is an alternative and a solution, and that is to stop the production of these dogs and puppies at source.  By that we mean desexing, neutering, or whatever term you care to use.  The Cat Colony Care Programme (CCCP) has shown that by catching, neutering and returning  feral or stray cats to where they came from has greatly reduced the number of kittens being born.  The Trap Neuter and Return (TNR) programmes in other countries have also been very successful in reducing the stray dog population, which is particularly important where rabies is a real and ongoing threat.

It is time to urge the HKSAR Government to start TNR trials to assess the effectiveness of desexing rather than killing.  To get the approval, it must be shown that the public is in favour of such trials and we are therefore asking everyone to write a email of support and send to the following email addresses.  Your email can be as short as simply saying "I am in favour of TNR as a method of controlling the stray dog population in Hong Kong".
